Our structure defines our approach: based on the academic and professional track-record of its members, benefiting from their own innovative scientific production, adopting a model that ensures personalized treatment of clients, with the leading involvement of the founding partner and of senior members of the firm.

We act as advisors of the public and private sectors, dealing with highly complex matters and providing support addressed to boards or top directors of companies and other entities in highly sensitive cases or files requiring a preventive approach.

We adopt a different model from the traditional ones, based on a cross structure combining three core areas of intervention: consultancy and legal opinions; litigation with a focus on regulatory and competition law - national and European; organization and review of governance and compliance models. Accordingly, we develop a strategic alliance with our clients, a fundamental part of which relies on top-level support/consultancy as regards the design of new projects and the launching of new services and business models, often anticipating key market or niche opportunities. This approach is made possible due to the academic know-how of the senior members of the Firm combined with their high-level institutional exposure the overriding differentiating factor of the patterns of high specialization of the Firm being the field of EU law applied to core areas of business activities and to the public sector.

Luís Silva Morais

PhD in Law and Professor at the Faculty of Law of the University of Lisbon ("FDUL") - Full Professor - Tenure; Jean Monnet Chair;

Attorney-at-law (Portuguese Bar Association since 1990)

He has represented the Portuguese State in various cases before the Court of Justice of the European Union (“CJEU”), covering, among other things, matters of economic regulation;

Experience in institutional/ad hoc, national/international arbitration proceedings, including in the nominations as president of three-member tribunal, also acting as an expert;

As an academic and researcher in matters of financial regulation and supervision, he has participated in working groups and scientific committees organized by financial supervisory authorities;

Member of the Reserve List of the STAKEHOLDER GROUP of the European Banking Authority (“EBA”) as Independent top-ranking academics;

Vice-Chair of the Appeal Panel of the Single Resolution Board (“SRB”);

Chair of the Supervisory Council of the Portuguese Insurance and Pension Funds Authority ("ASF")

Founder and Coordinator of the Financial Sector Regulation and Supervision Research Centre (“CIRSF”) in scientific partnership with the Bank of Portugal (“BdP”), the Portuguese Securities Market Commission (“CMVM”), the Portuguese Treasury and Debt Management Agency (“IGCP”) and the European Banking Institute of Frankfurt (“EBI”);

His previous track record includes positions as: member of the Economic and Financial Council of the Ministry of Finance (until 2011 as Vice President of the Special Unit for Privatization); Chief of Cabinet of the Secretary of State of Treasury and Finance (XIII Portuguese Constitutional Government);

Member of various Ministerial committees which have drafted legislative proposals in the economic and financial areas;
